I guess its more like fence that curves over the outside.Once you get to spikes and tie off, then what? Your guys can't swim, even without heavy iron, and you are still 20ft away, and your guys will be exposed trying to monkey branch across.

To prevent reinforcement by sea the french built several forts that covered the approach to the city but most famously also a fortified sea wall/dike to physically stop ships from passing into the harbor of La Rochelle. Pic rel is an interpretation of the sea wall from 1740.
