Sometimes. Countermeasures can increase the odds of not getting shot down, but at the same time they add cost, mass and bulk. So figuring out which countermeasures exactly are a good idea on which missile exactly may take some thought, and also likely depend a good deal on the exact AA systems you expect them to contend with.
