Small anti-personnel FPVs just carry a small HE charge, no frag. A sturdy steel rifle might even redirect some the blast energy away. A plastic stock would turn into shrapnel, though.
You can tell he wasn't aiming properly, since you can see his gun pointing at where the drone was at a particular moment (so the drone always ends up slightly in front of the bullet stream), instead of slightly in front of its path.
