I was just pointing out that most of Scout's guns are whacky bullshit and the Panic Attack isn't unique in that. In fact the Panic Attack used to work way differently. I think if you whipped it out it would just empty the whole mag into whatever was in front of you, kinda like the Beggar's Bazooka, which is probably why it actually has the drum; it used to be a sorta 'full auto' option among shotguns.

The final round has a higher spring load for the pump action to hold and retain the shells.You load it back in until the "final spring" is compressed and then you can rotate the drum to fill the rest of the slots. Each slot has a milder spring that cannot push past its drum case.
If you go back and watch the early design concepts for TF2, the devs said they wanted the Mercenaries to feel as if they all had custom weapons which is why they are so hodgepodge. They aren't supposed to be real guns, they're supposed to be unique inventions.
