Air strikes against key facilities in Kyiv might have been effective had they been launched as a surprise opening move. However, Russia's strategic bombers have been converted into missile-launching platforms; they are likely incapable of dropping massive guided bombs on the heart of the enemy government or on power plants.
The only escalation that Russia can make in the Ukraine war that they have the ability to do and nonetheless haven't done yet is actually launch nukes at Ukraine. And no, they aren't going to do that.
