Instead of letting go of East Germany, there was a limited-exchange nuclear war between the US, USSR, and various third parties sometime in the 1990s that glassed most of Eastern Europe, almost all of the Middle East (see the Madhi storyline in Appleseed), and much of the Western US. It also melted the polar icecaps enough to drown a significant chunk of Japan - Poseidon is a sea arcology founded by Japanese and Oceanian refugees among others. Africa is mired in a massive Jihadi war with glowies everywhere, what's left West of the Rockies is Mad Max, the Euros are farming out mercs to all and sundry, and (at least) France, what's left of the US and USSR, and the UAS are all trying to infiltrate and subvert Japan/Poseidon for various reasons. The setting is cool as fuck in broad strokes. It kinda feels like Shirow had his own Twilight 2000 shitbrew and never stopped going. ...good bait, though.
