F-16 wingtip experiences shock buffeting at transonic speeds, basically the wing vibrates because of the way shockwaves form, there's a feedback loop where the wing twist causes a shock which then causes the wing to twist the other way etc. this causes excess strain on the wing, not dangerous per se but it does reduce its lifespan. putting a heavy mass (like an AIM-120) at the wingtip makes it harder to move, so the shocks don't feed into each other.

Its ahmad al-jaber air base in Kuwait, it was struck by coalition bunker busters during the gulf war, and by the looks of it, they never bothered to repair most of the damages HAS's, theres still holes in them in the present day.
Though they did seem to somewhat fix the famous one from the picture.

Get over the illusion that the US ever intended to protect anyone. During the 1980s, when Saddam was his most brutal, he had complete US support.

During the 1980s, the CIA was lauding his efforts integrate the Shia, despite the Dujail Massacre and execution of Shia clergy.

Once the threat of Iran exporting an Islamic revolution subsided, Saddam stopped being seen as useful to the US and Israel. Saddam also turned his aggression from Iran towards our Jewish masters, but that's another story.

Iran didn't set up shop in Iraq until after the US invasion. All of the major Shia insurgent factions in Iraq weren't formed any earlier than 2003, with many of them forming in 2006, during the Iraqi civil war. Naturally Iran started funding these groups simply because they protected Shias and their holy sites.

The war against ISIS also allowed Iran to consolidate power in Iraq. But the rise of ISIS can also be blamed on the US failure in Iraq.
