Up to a point, increasing velocity improves penetration, but once the penetrator's share of KE gets high enough that it overcomes the penetrator's ability to stay together then penetration ability falls off as it vaporizes at the contact point. Further increases in velocity simply make the penetrator failure happen faster so it penetrates less before blowing apart, so you get wider craters from the blast and less penetration depth because more of the energy gets wasted on the crater. Eventually increased penetration happens by dumping so much energy into the contact point that you vaporize significant amounts of the target as well (e.g. shaped charges, which both pre-vaporise the penetrator and produce a very long and narrow plasma stream to optimize penetration).
