It probably does work, contact detonation on a fuel/oil tank is much more disastrous because the blast tears the tank apart making for a bigger spill and bigger fire. An EFP slug hitting an oil tank causes a small spill and is less likely to cause a fire.
Of course, ukies just need to use a delay fuze, so the drone/missile slams through the chicken wire before detonating.

The conventional wisdom doesn't apply when half the facility is on fire and the storage tanks get hot enough to start boiling the fuel.
Additionally, while the tanks have openings to vent out the fumes, other systems on site like pumping equipment doesn’t.
A closed pipe full of liquid surrounded by fire quickly turns into a steam bomb when you heat it enough, and when that bomb ruptures all the superheated fuel vapors (that are far beyond their flash-point) rush out and mix with the air, spontaneously and violently igniting.

well for now at least

Ukraine already operates cooperative penetration swarms of loitering munition
that tactic has been around for years, basically since shortly after the very first cope cages

for targets deep inside Russia, you'd need that in a single drone though
technically it's not that hard to just bolt a small, likely unguided solid propellant rocket with a small explosive up front and shot it ~200m up front
this will cost next to nothing and is easy to produce
or you could do fancier warheads, inspired by bunker busters (a few centimeter of steel really isn't a barrier if you can prepare for it)

tanks get around this with reactive armour
but this obviously isn't an option for larger targets

there's only so much you can do to physically protect normal buildings / infrastructure

and digging needs years

you may be able to put like some core electricity grid stations underground
