It's a chassis for an M14 rifle, and it's machined out of aluminum. If I recall it right, this 'upgrade' weighed something like 14lbs by itself, making it heavier than a complete M14 in just about any other available stock (with or without a loaded magazine).
This thing could kinda make sense as a toy for a registered select-fire example, but I believe the creator had some higher ambitions.

Okay apparently they called those barrels "carbon fiber" even though they're plastic according to 3 seconds of research and an old forum post. And yes Butler Creek. Terrible accuracy apparently. Who would guess when even until relatively recently, real carbon wrapped barrels also suffered accuracy issues?
