I do kind of wonder why speed boats are being discussed as a problem, though, given that naval autocannons are perfectly adequate for dealing with this kind of threat, with lower end AShMs and helicopter launched missiles also being useful defensive tools. Any platform that has human beings on board is pretty much automatically expensive enough to justify launching a guided munition at, and you don't need a high end missile to obliterate a motor boat from a few kilometers away. This would be more of a valid discussion were we talking about low end one way attack drones which are cheap enough that even manpads are a bit too exquisite to be cost effective against them.
