The Taliban and Northern Alliance were the remnants of the Afghan Civil War of 1992-96, and the Afghan civil war was mostly an ethnic war between different ethnic tribes. When we were setting up the post-Taliban government, we basically told all of the Taliban-affiliated tribes, mainly Pashtuns, to go fuck themselves and just let the Northern Alliance tribes rule over them and fuck them over. And that doesn't even get into the fact that the Northern Alliance tribes hated each others guts and would report each other as "Taliban" for the bounties we put on Taliban leaders. So not only were we alienating over half of Afghanistan, we were also knocking off members of the new government due to petty local rivalries.The Taliban leadership did indeed hide in Pakistan, but the fighters on the ground were made up of Taliban who'd first laid down their arms before being abused by ethnic rivals and deciding that it'd be better to try and re-establish the old order instead of just letting old Afghan Civil War enemies fuck them over.
