I think stuff like this is just a manifestation of a primitive tribal warfare mindset where all the guys have to prove their "bravery". First, it is the bullet, not the rifle, that does the armor penetration. A hollowpoint or sintered bullet will penetrate much less than a bullet with hardened steel core or heavy metal core. The metal alloy and treatment matters a lot, f.ex russian bullets with tool steel cores have considerably better penetration than russian bullets with mild steel cores. Low cabon pure iron is so soft that it is almost as clay. Then there are other kinds of bullet materials like lead and bronze. What you are asking is basically nonsense. 0.25 inch of mild steel will be great if someone fires .223 sintered bullets against you as the bullets will turn into dust balls when impacting. It wont be noticed by a .223 bullet with a hardened steel, tungsten or du core. These will just go straight trough but also flip when exiting. If they impact bottom first, they will make pencil sized holes in whatever is behind.
