So if the boogyman situation of a war against an opponent with lots of body armor does happen, the rifles for your front line infantry who would need them most are there, ready and waiting. At a few thousand a rifle, 100k of them costs 1/3rd the price of a single Stealth Bomber, it would not be a huge investment(unless there is a ton of graft and red tape) for a nation like the US.At least that was my solution.
