You can conceal multi curve plates under 0.6" thick under street clothes with a slick carrier, like a slickster or condor spectre.

Floridian here. More specifically the Fort Myers region. We had Ian come through and remove the entirety of Captiva and Sanibel. That was a long term SHTF situation with a complete breakdown of local ordinances. Sanibel and Captiva are their own jurisdictions/towns with geographic differences that cause challenges on their own. In a nutshell, the bridges, causeways, and any means besides boat and helicopter were impossible to employ.
All the response crews went in with guns. If they chose to go in with plates, it was either under a T-shirt or openly over the T-shirt. Everyone understood they could be shot by the locals, regardless of kit; so nobody argued.
now, did they take a full combat load? probably not. It was southern Florida near the height of the heat. A "light jacket" is a death sentence down there, and it's not like the locals were organizing into full sized militias in order to create a new world order.

$400 a set is generally still the ballpark. Plates don't reallu expire unless damaged and/or the adhesive connecting backer and strike face goes bad.
If it's RMA, Hesco 4400s (single curve), or various b-list Chinese brands then replace.

Lol, very good. More testing data is always welcome. If you need replacements Gilliam Arms' 1635 is very attractive but unproven. Otherwise copsurp Protech 2230s are the dominant budget IV. They're also rated for Level III and even stop M2AP 600ft/s over base Level IV spec, so 3,510ft/s. $350 a set if you can find em. They go quick.
Fallback is the Hesco 4403.

and that's a lowball. .300 blackout will pierce most IIIA even subsonic. A .243, 6.5, .223, your choice will punch copsurp vests for a long distance.
There is a tremendous gap between pistol and rifle armor, but true rifle rated lightweight stuff isn't expensive. Gilliam Arms has RF1 (7.62x51 M80 + 7.62x39 MSC + 5.56 M193) Helion plates at 2.5lb per, $300 a pair. Standalone all-PE. They'll get fucked up by M855, sure, but against durr rounds you're in good shape.

Hell, you used to be able to get the Italian milsurp III PE plates for like $50 a pop; older spec under 0101.04 so no MSC protection but they'll stop anything lead up to 7.62x51mm M80 ball. /pfg/ basically hoovered up the vast majority of said plates from SG (the main importer), but there's probably a bunch still around if you know where to look. They're pretty interesting for old tech, and online tests show them working quite well as long as they're in reasonably good condition.
