To win a total war and to dispute the capacity to dominate a specific region are different goals.

USSR and USA didn't go to war with each other because they knew that, even without nukes, should it escalates to total war, the damage would be so large on both sides that it would hollow any "victory".

if you can't dock your ships on any continent, you ain't playing
