PAC 2 is Ratheon, PAC 3 is Lockmart. PAC 2 got a US order for the first time in 30 years, so PAC 3 ACE as a cheaper PAC 2 competitor makes a ton of sense for Lockmart, if not necessarily the DOD (unless there is underutilized Lockmart capacity and Raytheon is booked solid).

Cutting the attitude control thrusters saves a good bit of cost, and modern radar and target trajectory estimation techniques have reduced the need for terminal corrections.
