Because they defeated themselves and anyone who steps in has to work with extra soft and puffy humanitarian kid gloves. Because Somaliland does not get free (American) money from the UN, the government can only enrich itself off the productivity of its own citizens (including via remissions from overseas laborers) so if the government wants there to be any wealth to redirect towards its own toadies, it has to keep itself relatively lean, practice relatively good governance, and actually solve its people's problems and work to remove the barriers that prevent them from earning a living.The reason it's funny is because Somaliland basically demonstrates that the entire international aid model is not only ineffective, but counterproductive to the point of being outright immoral if you actually want to see the turd world become slightly less shitty and the lives of turd worlders to actually improve somewhat.
