I can't find any decent numbers for the R&D costs on the SR-71 program but the per unit cost after inflation works out to something like $300 million in 2026 dollars. You could make the movie Stealth twice over for the cost of a single SR-71.The cost of a Hollywood movie is just a drop in the bucket for a black budget R&D project and would provide perfect plausible deniability for having some weird advanced test unit out in the open in a location where it otherwise couldn't be hidden. The quality of the movie doesn't matter (it clearly didn't for Stealth), you just need to get it made as an excuse to test your shit out on an aircraft carrier. If the chinks have a panic attack, you just tell them it's a movie prop and when the subsequent steaming turd drops into theatres a few months later, they totally believe it and calm down, none the wiser.

The F-35 engine was developed 20 years prior in a converted missile silo in-between silicone valley and California. The F-35 weighs a minimum of 14 Tons, with cutting edge materials. At the time the engine was developed those materials simply didn't exist so the total projected weight made it a strategic interceptor engine. And the US was scrapping strategic bombers almost monthly. whether an interceptor could stop an ICBM was largel hypothetical given the moern F-35 lightning II can only scrape 16Km and the old minuteman's re-entry altitude was really limited only by target window perimeters.So there were actually several precursors to the F35 using the same engine model, which were all abandoned, but survive as skeletons in converted nuclear bunkers. The russians spent a long time trying to break into these but by all accounts, couldn't understand even what they saw. It was totally beyond them
