How much space is wasted on holding capacity? Space for casings, blades, wings, whatever. How much is going to end up as dead space that costs weight to add to your cruise submunition launcher? And the payload per-submunition is going to be comparatively fucking tiny.So you're sacrificing a huge amount of space/payload for very little gain. And and then the one missile you *can* send gets shot down (for the sake of the argument). How much did it cost? Was the cost per missile worth it vs 2 conventional missiles? Will two missiles succeed where one will fail? Will the submunitions actually be effective vs their target? And then you've got the logistics issue of 'my FPV cruise missile will only work on a few targets' vs a conventional one that will happily fuck up 'most' targets rather than a few. Are you going to have 4/6/8 humans 'in the loop' just sitting around waiting for the missile to get to the target so they can guide drones on to target? But wait, they're automatic and lock onto heat signatures and oops you've just massacred a bunch of civvies on a visit. But wait, some of them don't go off and then they run out of battery assuming Jamming doesn't fuck with everything at extreme range and oh boy you've just scattered a bunch of UXO's across an area. Why not make a cruise missile that deploys FPVs? Because its a fucking dumb idea with fuck all upsides and plenty of downsides. You want to know why the Ukies did Spiderweb the way they did? Because they needed the people and the munitions nearby.
