Circuit courts only have jurisdiction within their circuit. If the DOJ decides not to appeal then this effectively applies to the rest of the country, but states outside of the 5th circuit can still make their own laws doing the same thing and each district will have to be litigated separately unless SCOTUS steps in.

If the DOJ appeals and loses then this has no effect outside of the 5th circuit. Residents in other states will have to sue until either all circuits are in agreement or SCOTUS decides the case.

It only applies to present and future members of GOA, FPC, and a few others. That happens all the time. Especially when challenging long-established law, it's not uncommon for lower courts to limit injunctive relief to only the parties named in the case. The pistol brace ruling a few years ago was the same. It only applied to people who were members of the orgs that filed the suit before the date the decision was issued.

Another fun way this can go sideways is that quite a few states, including red states, already have laws on the books banning the possession or transfer of NFA items without a license. They just consider the approved federal form 4 or form 1 to be the "license", so nobody pays any attention to the state law. Since this ruling is based on taxation authority and not 2A grounds, if SBRs and suppressors are removed from the NFA, then they become instantly illegal in those states. It will take time for the states to either revise their laws or create a licensing process, and many will just leave their bans in place.

Also, the ruling ONLY applies to members of the plaintiff organizations (GOA, CCRKBA, a few others, note that the NRA is NOT one of them).

The limits on who it applies to were because of all the nationwide injunctions activist scumbag judges (Boasberg and the rest) were issuing against the removals of criminal illegal aliens. Trump was forced to appeal those, repeatedly, to SCOTUS, and SCOTUS eventually issued an opinion that judgments in class actions could only be applied to the plaintiffs, not to everyone in the entire U.S.
