They had a lot of tank chassis and the logic was they would be fighting in the open terrain of the Soviet Union where armoured thrusts could be blanketed with mass thermobaric warheads. The fact you're 7km from the front isn't an issue at that point. The other reason was to deal with people in fortifications and mountains and other dense environments.

I remember a month or so ago Russia released a video of them dropping a glide FAB-3000 on some building. Gotta love big booms. It made me wonder if they'd go and do it to a FAB-9000 for the propaganda of it. The vehicle worked well in Afghanistan and Chechnya, but that's because it wasn't, you know, competent forces they were facing. USSR ran along the idea of 'lots of you are going to die, but that's a sacrifice the party is willing to make', so if you could get your TOS to launch 10 rockets each before they blew up, you might remove something of value. Same logic in Ukraine, except drones needed to just get an AT grenade on the launcher to cook them off.

The Ukrainian battlefield is currently flooded by metric shit tons of FPV drones that both outrange the TOS and that the TOS is massively vulnerable to on account of the whole "two dozen thermobaric rockets as a hat" gimmick. And that's in addition to regular counter battery fire.

It also kind of suffers the same problem that infantry portable flamethrowers have. Namely that they're very conspicious looking weapons that *are* highly effective when they get close, and they inflict horrificly gruesome death and injury on their potential targets. This produces a psychological effect known as "everyone wants to kill fucking fuckers with fucking flamethrowers" And unlike an infantry flamethrower that you can kinda mock up to look like a rifle, a TOS is too distinctive to not get identified for what it is.
