I expect each airframe-model has its own singular home base. Each airbase is the fiefdom of a particular colonel / general king-nigger. Each little king has his own court of clerks with their own supply chain, and they don't intersect or share (mostly incompatible) components between each other as part of some unified, centralized, rational system anyway.
When they do share components, it becomes a running tab of informal favors and reputation-economy, way beyond the airfield. Gifts and services, hood gang style.
