The German government was a huge advocate of aviation technology and supported design, development, and pilot training. They took advantage of advancements made in the 20's and 30's that would lead to the jet engine. The German government was also an advocate of rocket technology, and when the German rocket clubs came to them for funding and weapons development, they embraced the opportunity and gave them funding and support.

The U.S. had the chance to be THE rocket pioneer nation, but when Goddard went to them for funding, they turned him down, so Goddard was left to fend for himself. As a result, a lot of what he learned he shared with scientists around the world, including ze Germans, which wouldn't have happened had he adequate government support.
