Mechanically, no, but the bolt slamming forward is very likely to disrupt your sights/point of aim. If you clamped it down in a vise it would be as accurate as anything with the same quality of barrel

Realistically no, since the bullet is static when it's sitting in the chamber. As other Anons have said, the motion of the bolt going forward and the longer time you have to sway has more an affect than the gun itself being open or closed bolt.
