Their bodies are soft because they do not need to fight gravity as hard as land animals do.However 30-06 and other high velocity cartridges do not perform well against water. A direct shot makes the bullet fragment, losing terminal effectiveness after only a few feet of water. Though they may “skip” from a glancing shot..357/.38 is actually the preferred cartridge for marine applications, like killing large tuna. Its relatively low velocity prevents fragmentation. So it’s a popular choice for power heads. Stainless revolvers are also popular.
An infinite number; normal bullets lose all of their lethality within a couple of feet of entering water. By the time you're 3' down, you're generally safe from small-arms fire if they don't have specially-designed bullets. Learned that one from Mythbusters back in the day. It is potentially lethal to shoot while submerged, since the concussive pressure wave is much stronger than air, and can be lethal to the person firing. Most ammo, and even ammo with factory sealant around the primer/neck isn’t up to the task of resisting water intrusion from direct submersion. Generally adding additional sealant to factory ammo like nail polish, though this doesn’t work all that well in practice. So modified ammunition often fails, or must be replaced after a single dive.Corrosion is another serious issue, so stainless steel, renwax, or thick grease are common sollutions.
