Those are cossacks which are essentially irregulars from the frontier that were eventually formalized and played an import part in Russian internal policing. Basically the Russian empire had difficulty dealing with them so they co-opted them instead, gave out privilidges, land, etc in exchange for their loyalty. They essentially become the paramilitary/police force of the Tsar.

Polish-Lithuanian Commonwealth explicitly rejected doing that before due to the barbarism of such a solution. Cossacks split from PLC and joined Russia instead, PLC was partitioned 150 years later.

They come from south-central/eastern Ukraine mostly but at that time, Ukraine extended right through what is now the Sochi area essentially to Chechnya itself.

Cossacks were fine when they were small bands of freemen but became a menace as soon as they got strong enough to develop their own political ambitions. They once even came up with a proposal of a constitution of a would-be Cossack state - the gist was that the Cossacks would replace the old feudal landowners but the whole parasitic system of peasant's exploitation would stay essentially the same kek.
