To directly answer your question, the simple truth is both Police and Army convince themselves and you that you need x, y and z to be effective at your role. In reality the vast majority of kit is superfluous or situational. I knew a lot of people who carried an admin pouch on the top their TBAS armour because they felt like they need it, as opposed to using the many pockets available on their military uniform. This resulted in very slow reloads from their magazine shingles, because the magazines kept bumping their admin pouch full of w/e they kept in it.

There is a point to be made that looking good is being good, I have a copper mate who goes about his general duties in plain clothes because he solo-mans' a station in the outback and can get away with it. He will often resolve issues in that manner, but he will wear the full get up if force escalation requires. Most people will get the message that you mean business that way.

At the end of the day, this is a new-age propaganda piece from social media so they're not going to show Police Officer Stacy McStaceface in a state of relaxation in the office. They want her to be seen to look the part in the community. But you're right, proper kit placement is key and having a think about what you truly need to get the job done does pay dividends.

They do. Police boots are way lighter and more ventilated than they were 20 years ago; and its the norm for shirts to be thin moisture wicking fabric.

- Body worn camera, by policy and they're amazing tools anyway, I'd buy one for myself if my department didn't give me one
- radio, policy and suicidal to not have
- two tourniquets, two chest seals, combat gauze, a couple of anti-septic wipes, hand sanitizer, nitrile gloves, trauma sheers. I have used every single of these items on duty before
- two handcuffs, absolutely necessary to have a spare on you
- two flashlights
- admin pouch with legal junk. slightly unnecessary, but when most of my job is admin, it's worth it. doesn't weigh much anyway

And that's it. IMO none of this is excessive. Girl in the OP photo isn't even carrying any more than what I've got, she's just got a tiny frame.

That happens sometimes, but some people just have poor shoulder mobility and can't put their wrists close to each other behind their back, usually from an injury. And like like >>65466266 said, I've had a few fat fuckers who needed 3. I also work in an area with lots of gated builders or locked front door to the main building. Handcuffs are also useful to keep locked doors open so backup can get to you faster (or at all if you needed a building worker's key or code or something to get in), or so you don't have to walk down to let an EMS in. And sometimes, there's just either multiple suspects you need to cuff, or it's so busy that night that I'm cuffing one guy, and then I have to break off from that call to go to another call where I might have to cuff someone. Shit is unpredictable.
