Weakness of Strategic Bombers:
1)Can only operate from big AirForce bases (or big airports), and are easy for spies to keep track of.
2)Vulnerable to attack by drones, or any even light munitions launched by spy commandos in sneak pre-emptive attack. The quintessential "sitting ducks" or "Swan" in the Russian version, unless you want to go back to Operation Chrome Dome.
3)Might get through Air Defense, might not. Basically depends on AD being a shit-show, which is likely.

Weakness of Silo based ICBM:
1)They are in SILOs.
2)That means everyone knows exactly where they are, and could be all taken out by even non-explosive "rods of god" dropped from space.
3)Could be taken out by fairly small munitions launched by kommandos while in Silos.
4)Could be taken out during initial climb out by kommando launched SAMs or chopped by tactical nukes.

Only thing really equal to Russian TEL ICBM would be space based nuclear bombs.

Just keep a saturn V around thats 120 tonnes worth of nukes you can send in a single go, put them in high orbit were no modern missile can reach, 500 kilometer is sufficient, you can spread them around in a wave pattern so the adversary will need a load of interceptor and you can use mirvs to shotgun entire areas of the enemy out of existence.
A single V could transport 200-400 rentry vehicles which are already heat shielded.
Its hard to keep track of an object in space when its inert btw, you can give it radar stealth also, it offers more firepower from one sortie than all france nukes, its there so the enemy knows they are getting their entire country schorched, unlike submarines or bonbers you cant sink it.
