The pictured carbon cloth looks too coarse to be anything other than an outer layer in a protective vest, the bullet just wedges in between the weave, ironically the same weakness as mail. Fiberglass composite, ie, non-flexible plates, are far better for ballistic protection than any variation of carbon fiber, due to fiber-resin bond strength. If you want real protection you have a hard ceramic plate on the outside to shatter and abrade the projectile. Neal's dragonskin shit the bed in ESAPI replacement trials in 06-07 and he declared bankruptcy in 2013.
