Fibers tightly woven in a specific way in a modern reflection of something that is not mail. Some vests do incorporate mail and that would've made a way better point but it doesn't seem like that's what you were talking about. Neither of those Anons, BTW.

No, it fucking wasn't? A good riveted mail, or scale mail, wouldn't be as good as actual plate, but it'd still protect you from a LOT. Slashing and piercing proper mail is not trivial, and together with your gambeson you'd have at least SOME protection against blunt strikes.

Carbon fiber is not mail. The pictured carbon cloth looks too coarse to be anything other than an outer layer in a protective vest, the bullet just wedges in between the weave, ironically the same weakness as mail.
Fiberglass composite, ie, non-flexible plates, are far better for ballistic protection than any variation of carbon fiber, due to fiber-resin bond strength. If you want real protection you have a hard ceramic plate on the outside to shatter and abrade the projectile.
Absolutely no part of this package could in any circumstance be described as "mail armor".
There was a failed attempt at making scale-mail type armor with Silicon carbide plates but that failed.

Dragonskin. Still ongoing and made by Stealth Armor Systems, but the current versions (either SiC-TiB2 or B4C) are respectively rated for just Level III or III + M855, and are oriented towards replacing soft armor in very high risk situations and being worn behind Level IV Hesco ceramics. Jury is out on whether cops will just heat stroke ten minutes after putting that shit on.

Older versions of Dragonskin were much stronger, but were unreliable either when conditioned (adhesive failure or the scales shifting and leaving gaps) or in general against Level IV or above.

No problem. There's actually a couple systems which sort of derive from the design.
1. Dragonskin, which you know. Made by Armor Technology Corporation starting in 1997, then Pinnacle Armor starting in 2001, then Stealth Armor Systems starting around 2018.
2. Safelife FRAS, which sucks.
3. Guard Dog VERSA, which is a ripoff of FRAS.
4. Skaalar, which is a copy of Dragonskin made by Evolution Armor around 2011-2016. Interestingly had a titanium carbide "Level V" version rated for real hard tungsten core shit.
5. Verco USMHGenII, which is super high dollar but is the best overall flexible "scalar" rifle armor.

The Dragonskin design was first developed by Allan Bain as early as 1993, using titanium scales, along with his business partner Murray Neal. Neal and Bain had a breakup and Neal founded Pinnacle in 2000. Bain had a non-compete until the late 00s founding Evolution then. Neal's dragonskin shit the bed in ESAPI replacement trials in 06-07 and he declared bankruptcy in 2013. His whereabouts are unknown but he reemerged briefly in 2020 to found Phoenix Armor which flopped weeks later. Bain's evolution armor went bust and became Stealth Armor Systems, partnering with Adept Armor and the Chinese for ceramic materials. I think Neal is either working for Bain under the table or he fled the country.

It seems like fundamentally a good design, but I doubt titanium is the best material. I researched how you could make a modern Brigandine, since steel just is not good enough to stop even 9 mm, and a "package" of outer hard porcelain tile with industrial grade glass fiber composite under, seemed like the best out of a weight perspective. The design had some studies made on it which discussed the mechanics of how it worked (porcelain shatters and abrades projectile, GFC stops the fragments).
Metals being malleable, kind of flow out of the way of a high powered bullet. It makes sense that you could make titanium armor thick enough to actually stop handgun bullets reliably and repeatably, but it would be comparatively heavy and/or expensive.

The original titanium DS SOV-1000 was primarily to address 7.62x39 lead core, higher level "metal piercing" and AP pistol threats (KTWs, National AP, M39/B, etc) which were a concern in the 90s, and stab threats above NIJ Stab 3 per 0115.00. You can drive a shank through a IIIA vest fairly easily.
The reason you'd run this over a normal set of plates is that you can get more coverage, especially abdominal.

Ceramic mogs titanium unless you have a very excessive multi hit requirement, or need it to eat a lot of drops. Titanium carbide however is a ceramic and is reserved for rare, very high level plates and flexible systems - usually vehicle armor.
For example, Cercom used to manufacture a TiC plate called a "TSAPI" which you would slide in front of an ESAPI to boost it from .30-06 M2AP to 7.62x54R BS-40 tungsten core API. That threat never materialized and even XSAPI at inferior 7.62x51mm M993 protection was deemed inferior. There isn't really a market for "Level V" shit.

There are titanium hard plates from International Armor Co and VelSys which provide 7.62x39 MSC (ICW IIIA) protection, and a titanium-PE hybrid plate from Adept called the Mantis (pic related, two versions) that still gets mogged by ceramics unless, again, you have extreme drop protection requirements.
