As an individual? Don't give lines of sight, utilize armored vehicles and good security practices to be a difficult target.As a military? Use aerial recon including drones with thermal. Use a drone, fire mission, air strike, direct fire armored vehicle or something else to eliminate located enemy snipers. Infantry with small arms can suppress a sniper if they're close enough and have a good enough idea of the sniper's location. But snipers are more of a hazard or obstacle to unarmored Infantry and vehicles than a real military problem. A sniper is going to give at most a squad element trouble, but a platoon is going to be able to overwhelm, bypass and eliminate the sniper.

I was without a truck for a few years and renting one from the hardware store to schlep stuff to my house a few times a year was slightly annoying but didn't even get close to the insurance I'd pay just to keep the thing ready to go.
