Militarily yes, India could obliterate Pakistani positions and annihilate their presence in Kashmir, but it's highly possible Pakistan would sue for peace after a few more days of fighting so their army could stay intact (perhaps to deal with rebels on Balochistan)

Despite near parity in atomic numbers India could win a nuclear exchange with Pakistan, at most it would only be be 100 million or so dead and that assumes a Pakistani first strike with their entire arsenal. That number would be much less if India hit first, maybe 25 million which is 1/60th the population. Kashmir is a gain of around 16 million so the net overall loss would roughly equal India's yearly losses from natural causes, about 9 million. Wow, 18 million out of 1.5 billion, big fucking deal.

It is a rounding error on their yearly census and since most of the surviving nukes Pakistan would be able to use are incapable of hitting the richer southern portion of India it would be a net gain. Since the dead and those suffering long term losses would be mostly poor and unlikely to get decent government healthcare anyway no one cares.

If the funds needed to deter Pakistan were spent instead on infrastructure then combined with exploiting the resources of the new Pakistani region of India a mere decade or so of extermination and resource recovery operations would see a net Indian GDP increase, this would more than offset the minor loss of life. It would be a net quality of life gain for the Indian populace, well worth the comparatively minor doubling of net deaths for one year.

There is a very strong argument to be made that it is unethical for India to NOT launch a surprise nuclear attack, as guardians of their people's well being it is unethical not to do so.

Which is better than Pakistan's which is based on missile and warhead technology which the DPRK declared obsolete 20+ years ago. India has a verified ability to use hydrogen fusion devices via submarine, with MIRVs no less.

Pakistan is the only nuclear power besides Israel that ranks below the DPRK and is only arguably Israel tier because Pakistan (probably) has demonstrated a basic boosted fission device. They probably rank below Israel as even Israel can (probably) deliver a submarine launched nuclear cruise missile while Pakistan lacks even that, if not for a decent number of warheads they would be in the former joke tier of South Africa.
