If I *were* trying to do something like that in the US, though, I think I'd focus on more quintessentially American guns instead of trying to compete directly with the Euros. There might be room to do really fancy semiautos and handguns as well, and hell, I even wonder if super luxe AR-15s could be a thing.

But a high end custom, IMO, needs to have significantly more time and effort spent into the fitting and finish of the base gun pieces. Not that everything needs to operate like a 2011, maybe you overfit the frame like old custom 1911s so that you literally polish them down by firing. But the tolerances should be slim to nonexistent if possible. Milling and machining should be crisp. All surfaces and faces perfectly smooth. I want a fucking STGW57 but make it a pair of toggles in the bolt carrier group, with .000001mm of deviation, I want the beer keg charging handle to fit perfectly into the dust cover groove. The trigger should break like glass every time, etc. You see where I'm going with this? I want the bluing to be perfectly consistent on top of that already perfectly smooth receiver finishing. >And then, when that gun is mechanically as well-made as you can possibly make it, THEN you can add some pretty elements. Guns are tools, a high end gun should be a high end tool, not a basic tool that looks pretty. Look at the actual good old high end guns, or the things made by people who use guns for a living you'd get from say Garden & Son Piccadilly like the 4 barreled howdah pistols. Could they get ornate and elaborate? Sure. But even if not, there is a baseline construction that far exceeded normal manufacture. Holland & Holland, Purdey, Rigby, Boss & Co. and Westley Richards all seem kind of interchangeable to me, except for the fact that Westley Richards is based in Birmingham, rather than London like the rest. They can do shotguns like everyone else, but the rifles are probably the best from the UK. Holland and Holland and Purdey are similar in that they’re considered the most traditional and better known for their bespoke shotgun's, but can also do double and magazine rifles (but not as well known for them). Longthorne is known for their modern manufacturing and their billet barrels. Rigby isn’t the same company as the original by ownership getting passed around, but is currently trying to get back to its original roots. Their rising bite double rifle is cool, but waaaaay overpriced. They always have extensive safari themed booths at sporting conventions, so it seems they’re trying to pursue that safari hunter market niche. Regardless, they are all “best” quality, hand-fit down to a few thousands of an inch or less for all parts. My cousin inherited a 1980s Purdey shotgun from my Uncle. The metal finish was a little worn and there were some dents in the stock. He called them up to ask what it would take to restore the shotgun. They asked some details and sent a courier to pick up the shotgun and returned it to him in factory-fresh condition in about 3 months at no cost to him. They told him something like “the cost of ownership was already paid for when the gun was purchased” or something like that.
