This is false. I don't see any proof of this anywhere. The US barely outnumbered Iraq in '91 yet dominated them. The Chinese outnumbered the US 3:1 in Korea yet couldn't defeat them. There's too many other factors at play to make this kind of rule.

It's how the operations were classified originally in part. Dragoon could have been a second stage of Overlord if you wanted to classify operations at the front level for all of France. A lot of Soviet ops cover absolutely huge areas and longer time periods.

Aside from that, the US didn't need those huge numbers because of fire superiority, air superiority, and superior mobility.

Even attacking prepared defenders with years to dig in from the sea in Dragoon they were inflicting 6:1 losses. US forces at the operational level were capable of generally stomping the Germans by 1944.

Originally Dragoon was supposed to launch at the same time as Overlord (although still its own operation), but it was delayed because it was thought more equipment was needed for Overlord. The Marianas Campaign included the largest naval air battle of all time and several amphibious assaults. Okinawa saw over half a million American ground troops committed, in addition to a massive fleet and colossal amount of aircraft. I forgot to include it, but the retaking of the Philippines saw over a million American troops and the largest naval battle in history by displacement. Oh, and there was that time the still very raw and inexperienced Americans and the British collaborated to take 350k Axis prisoners in Tunisia.
