Hypersonic is a tenuous term. Trying to trace to where it may have been first used with good intent - I think the idea was to distinguish the speed step where metals melt in extended atmospheric flight and plasma becomes the contact mechanism with the atmosphere. China and NK have a reasonable relationship I don't think Chinese ITAR equivalents extend past specific military secrets (real PLA equipment related stuff and code, not "science"). But making missile go fast was never the limiting factor. How do you guide it? Especially how do you guide it when your target is an aircraft carrier that does 30 knots?
