At close range, a 12 gague magnum or super mag, yes probably. A slug will go tough 10 -12 inches of pine depending on the velocity and a whale skull is up to 12 inches but bone shatters and is not fiberous like pine so it should do better in bone..those big super magnum slugs have massive energy Pic regular 12 gague shell, magnum shell and 3.5 inch supermag. Three of them rapid into the same spot should kill it. I don;t know where the medula oblongfata of a whale is though

At the muzzle tats about the same as a .338 Lapua Magnum. 3,5 inch slugs are NOT nice to shoot.

The full powered rifle seems unnecessary knowing full well that AR15s are reguarly used to kill polar bears. Maybe if one reguarly hunted outside of 200 yards. But who does that except a select few? And is it even truly necessary? If we're talking basic guns one actually needs here, as a practical gun owner, a full powered rifle isnt one of them, prove me wrong. I can hit man sized targets out to 600 yards with my ACOG and non-free floated AR15 from 2014

full power at minimum should be a .308, preferably a .300 winmag so you have authority versus hard body armor, especially if you reload M2AP or can source the real hard tungsten .300win Swiss P AP.

M2AP at 3,350 gets you through most Level IV plates with the exception of about a dozen specialty models.

killing/stopping an animal is different than hunting it, you want to get a clean, quick kill to make sure the animal doesn't dump a bunch of adrenaline into the meat

it's the same principle behind kosher slaughter (ideally, cut the animal's carotid artery and make sure the animal never sees the knife) versus strangling the animal to death

and yes there are plenty of 5.56 loads that can do that to an animal just fine if they hit the heart or brainstem, but these laws were mostly written in the 1950s or earlier.
