The problem is that it there are so many different groups even within the US intelligence community that were all working different cases to where you can both argue it was and wasn't an inside job with no way to decide which is correct. I know it gets compared to Pearl Harbor a lot and there are a lot of similarities with the situation. In both cases, we knew something was coming, but ultimately failed to prepare or stop the exact thing. IIRC the FBI or NSA was heavily profiling some of the individuals, but the CIA was hoping to get one of them to turn on his roommate or turn on his roommate? It's possible that other teams had goals of drawing out higher up figures that might have required letting some stuff go through like the Coventry bombing in WWII to hide the enigma. I do genuinely believe that no one actually thought it would incur that many casualties though. The towers deliberately used a less centrally-strengthened construction but a part of me also thinks that even if the questionable explosives were planted in preparation for a less casualty intense attack, it became "we have to implode the tower right now or else there is a chance they will fall outwards and fuck up the streets/people and make it 100x worse, we cant wait for anyone else to evacuate." As far as 93 goes, if we did shoot it down, I understand why we would, and I understand why people would take knowledge of that to their grave. For the Pentagon, that one just feels like a target of opportunity a la Oklahoma City to get rid of some slush fund evidence and has always been the least studied due to obvious reasons. Honestly gun to my head on Pentagon specific conspiracy theories, it would be a cruise missile w/ a body kit. That being said just like mass casualty events, I find it more plausible that TPTB would be willing to let innocent people die vs an elaborate construction of fake identities & planes, rather did anyone deliberately let it proceed without stopping it?

I'd check the video myself and post a screenshot with a little diagram but I'm lazy. Point is, the size not matching would certainly lengthen the list of possible missile types, methinks.
