It would require the second missile to make the trip which gives time for evacuation and the defenses would be on high alert. Double and triple tapping targets ensures that if one missile is shot down by AD or jammed a follow up can at least make the hit, and if case the two hit you can take out survivors or possibly high value targets inside a hardened room.

Double tapping with missiles is a common thing and doesn't require observability. You just launch one strike after another with a slight delay, expecting the first responders to arrive at the scene.
