Might have been deemed too busy with police contracts, that sort of thing gets taken into account in vendor selection. Or if you wanna get conspiratorial, might have been too competitive and been hard to convincingly select the Sig entry; since the hateful antisemitic theory that Sig was the chosen sole-source for all future small arms acquisitions has been floating around for years.

Agencies end up with Sig because some old boomer responsible for the decision likes Sig, or Glock, or 1911s so they shell out for Stacattos. That's just how it goes. Obviously M&P is the practical choice as it doesn't jam, but there's a lot more bullshit considerations before it can be a real contender.

1.0 fucked the m&p reputation hard. Cops adopted it and s&w shit all over them. Stuff like minimal support blaming the cops for malfunctions. Rolling updates. Basically a nightmare for armorers. You complain about glock glock bends over backwards to make it work replacement guns they go out of the way to train your guys. Basically free parts and will pay for the guns you were using before they bought glocks. If a glock is suspect they just replace it. S&w tried to deflect everything. No thats not an issue prove its an issue sue us to get anything done. Shitshow that burned what good will they had.
