no you can't, the string would slip back onto the bow without the pulleys. they are essential to redirect the draw force from the direction that wants to shear or snap the limbs off to pulling them together like a normal bow.

I do not think you could.
I do believe it /could/ have been invented earlier. Cams had been used since ancient times and it is not a huge leap to think perhaps an eccentric pulley could have been fabricated but without mass manufacture cost per bow would have been quite high.

More of medieval crossbow design was about minimizing the chance the thing snapped and cut your arm off than you realize. Getting the materials to cooperate is more than half the battle.

Is there really anything that would prevent one being made with medieval technologies and materials? Sure we have carbon fiber, nylon strings and precision bearings but laminar wood, plant fiber string and greased brass bearings should be fine enough. All a modern bow would be is lighter for the same power.

Largest problem would be string, silk string would work good I believe, but it's not easy to procure.
Pulleys can be hand carved from hard wood, or mass produced cast bronze. Made from bronze would be heavy but whatever.

Main obstacle is lack of inventions oriented minds to invent such thing, medieval people were extremely conservative and inept.

I wouldn't say it's the lack of innovative capability but that regular bows and crossbows worked well enough and later guns became the much more effective replacement for them. Compound bows would be much more of a pain to maintain as a battle weapon too.

Not at all, a compound bow is pulleys cams attached to a bow, so the string actually experiences less force or tension than an equivalent normal bow.

Problem with strings thick string adds friction and is waste kinetic energy if its high mass
Synthetic strings can be made very light and thin to evade these problems. Natural string are thick and heavy.
