Ukraines approach to this seems to be to turn it into a suggested cease fire and extend the things it covers. In this case energy infrastructure, civilian goods, etc. So if Russia agrees to not strike those then Ukraine wouldn't either. But Zelenskyy has now pulled a Columbo and remembered one more thing at the last minute, some conditions, his boss insists you see.

That's a valid reason but there's another one.

If they don't tell everyone what they've just done, it's conceivable that nobody on the Russian side will say shit about it either.
If junior officers don't report lost positions and generals don't report lost towns, it's conceivable that the Russian army wouldn't know at a command level that it had even been lost.
The people lower down the chain will know not to route supplies/men there but a few could still slip through the cracks and walk into Ukrainian screening forces, the reserves that you'd need to plug the hole will be allocated elsewhere or kept back waiting for announcement of a breakthrough.
You won't get the priority in armour/munitions/men that you'd need to recover either because you're not telling your boss why you need them.

This will continue until Russian bloggers start talking about it, at which point, someone in Putin's office will ask the army what's going on there and the army will be forced to investigate and find out.

So good opsec will enable far longer and deeper exploitation of local collapses than if it is announced with victory flags in the town square.
