Their economy is getting pretty good but that's only been true during the last decade or so; prior to that their economy since the turn of the century had been on par with Occupation Iraq. I get the impression from stuff I've read and people I've talked to that the Viet govt has been mostly focused on spending their new wealth on public services and infrastructure, dragging the country into the modern era, with military spending being of a lower priority. Judging by the OP video this is still the case and they're trying to be frugal by modernising their old Soviet junk in a way that will also provide stimulus to local industry, which is a more sensible idea compared to leaving it to rot in a field for 40 years and then pointlessly throwing it all into a modern war meatgrinder with zero upgrades like a certain other country is fond of doing.
