This isn't how most depictions portray it. It's about as lethal as a autogun, which are somewhat more lethal than modern firearms when made well.

depends on which author you talk to but I personally think the 40-100 (really more like 40-70) cell capacity at autogun lethality is the optimum range of shots narrative wise. It's still good logistics and shot capacity but still lets autoguns have their niche of multi ammo and highly rapid fire without that being a massive fucking meme.

lmao no. Think back to the context of the time: these ideas were invented by British nerds in the 1980s Cold War. Lasguns are a L1A1/FAL/SLR rifle with a space magazine of 10x the laser bullets for logistics. That's why they have slower ROF than a autogun like the G11 or M16.

It wasn't then, either. The lead writer for the first few editions of 40k has shot it down. It was intended as a big anything goes setting where you could use whatever models or armies you had and it had a sense of humor, but you weren't supposed to find the whole thing funny.

People say the whole thing is a parody or something because people cannot take anything seriously anymore. Everything has to be one big gag now. Everyone has to tug on their collar and say "erm, who writes this crap?!?!?".

Short answer being that basically every other army in 40k has armour, biology, or both that can shrug off lasfire and weapons that literally make it look like a flashlight. What's the story on normal power armor vs these things?

Basically irl everything gets penetrated regardless. What penetrates this in 40k vs normal human power armor?

Tabletop a SM is now 5, previously 4 toughness, with a save of 3+ and two wounds.

A cadian weapons squad firing an autocannon have two attacks (roll twice), strength nine, so they have bonus to-wound-roll since they're over the marines toughness 5 (previously a bigger bonus since it used to be double), AP -1, so the marines save goes from 3+ to 4+, and damage three, so if it hits them and it wounds, they die. So, like, with a small arm you're very unlikely to kill them, but once you get to HMGs and autocannons they need to be wary, and when you go up to AT munitions they need to not get hit or they'll suffer.

Astartes, when not being wanked, are deadly because they're solid like 7/10s at everything, so you can put them up against any enemy force with an equivalent force and have a solid chance of their victory. Of course, it's a marine protagonist universe, so most characters are marines who recieve plot armor.
