Local community college has engineering classes and 3D printers you can use if you pay or bring your own material. I might start there, but I would need help 3d drafting the blueprints.

3d printing and CNC are powerful ways to quickly create something from computer drawings. There are also services that will print or machine custom parts to your specifications.

Overall I do recommend having physical prototypes as much as is reasonably possible so you can iterate testing.

No, you press down on the tail end of the bolt to unlock it. Pulling the trigger then retracts the bolt, loading the gun.

3d printing a reference model is trivial if you already have a strong grasp of CAD software. If you have any interest in pursuing stuff like this I'd suggest taking classes on drafting and CAD, it's very hard to teach yourself or learn from youtube videos. I've been fumbling my way through it and once you get past basic geometric shapes it's very laborious and unintuitive if you don't actually know what you're doing.

Gather all the information about the thing you want to re-engineer. Are there prototypes, instruction manuals, assembly breakdowns and parts lists?

Freecad is an open source alternative to commercial CAD programs. Plenty of documentation and tutorials around also.

Well yeah, the idea would be to print a prototype to inform the actual milling of the completed firearm. Being competent at CAD is harder than the actual machining though it requires less of an investment.

Disagree there. Machining is an art and a science that requires a good deal of practice to become even semi-competent. Just clamping an irregular shape to a mill can be quite a challenge.
