It was a combination of various engineering designs and types being tried after WWI but also the military brass not being able to achieve concurrence and finality on what tracked armored vehicles were actually to do/what their purpose was on battlefields, and how much effort to devote to it. And during the interwar years, a relative lack of smaller-conflict experience for many of the major military leaders to base their doctrines on or center them around.Additionally, even during World War II itself it wasn't about 'tank design' in the sense of the way that, for example, air force fighter and bomber aircraft were purpose-designed (those were intended for clearly defined, discrete mil roles and tasks).
