That would give us essentially a 24/7 global coverage of all military movements, with enough accuracy and timeliness to provide targeting and mid-course guidance to munitions. That would be the most useful and achievable option.Then, I would start developing a modern Brilliant Pebbles constellation, and shut down most ballistic missile threats.
