It does 20 damage per shot to the body and 35 damage per shot to the head.

Like any firearm round it can kill. Not a preferable round for self defense pistols / revolvers, there are better options but handguns chambered in .22LR can be very small and light weight.
In rifles (that have much longer barrels than handguns) it is a commonly used small game / pest round.

We already have that, it's called hollowpoints. I have one that expanded to .35 from a rifle; it's even subsonic. Stopped within about 10". Lead hardness and bullet design matters too. Also 22wmr like other anons said.
