I understand that a tiny number of labs keep dangerous pathogens but this was apparently not a BSL-4 facility because someone can just break a test tube and get infected and then be allowed to leave without being immediately quarantined on site... to my knowledge Russia doesn't (or didn't) have a big plague problem. This is really a worthless statement. That is WILDLY optimistic given Russia's past history with biosecurity. When they folded up their biological warfare facilities at the end of the Cold War, their method of getting rid of the stockpiles was to literally just bulldoze leaking barrels of Anthrax and Y. Pestis into shallow pits in what used to be the Aral sea. Yersinia pestis is one of the few pathogens that actually make sense as a bioweapon. It spreads poorly, so limited risk for your own side, but it spreads well enough that it can do serious damage on a city scale.
The Japanese made the right choice when they choose it as their means to depopulate Chinese cities.
