the weird thing about terminators is that while obviously human are sensitive to 6k degree temperatures; computers are just as vulnerable to extreme heat (hence all the supercooling in both hobbyist rigs and data centers) and plasma is also highly conductive to electricity and can be made to produce magnetic fields. so by inventing plasma guns, skynet was giving humans technology that was uniquely suited to damaging terminators, whereas if they'd invested in chemical or biological weapons it would have been just as effective against humans but had zero affect on machines.
